How business rates are worked out

The bill is the property's rateable value, set by the Valuation Office Agency, multiplied by a multiplier, less any relief. From 1 April 2026 England has five multipliers:

For one year from 1 April 2026, ratepayers who get neither transitional relief nor the Supporting Small Business scheme pay a 1p supplement on top. Small business rate relief removes the bill entirely for a business's only property with a rateable value of £12,000 or less, tapering to nothing at £15,000.

Wales sets its own multipliers and reliefs. This calculator uses the Welsh multipliers but not Welsh small business rates relief.

Rates and your lease

Commercial rents are usually quoted exclusive of business rates, so the tenant pays both. Before you agree heads of terms, check who pays the rates, the service charge and the insurance, and budget for all three.
